Linda Frey
Program Officer

Linda Frey joined the Global Development Program  in July, 2004.  Prior to joining the Foundation, she managed democracy-building projects in Latin America for the National Democratic Institute for International Affairs (NDI), based in Washington, D.C.  At NDI, Linda’s responsibilities included managing a civic education program in Haiti, an international election monitoring program in Peru, a political party training program in Mexico, and supporting a national election monitoring effort in Ecuador.  Linda holds a master’s in public and international affairs from the Woodrow Wilson School at Princeton University and an undergraduate degree in political science from Duke University.   Linda is currently responsible for developing and implementing grantmaking strategies under the Global Development Program’s “Transparency and Accountability” component, which seeks to ensure the effective delivery of public services in developing countries, particularly to the poor.   One aspect of this work is supporting efforts to improve access to information on foreign aid flows, and to modernize and reform U.S. foreign assistance.  In addition, Linda manages the Foundation’s “Think Tanks Initiative” to strengthen policy research institutes based in the developing world.
