East Palo Alto


One East Palo Alto (OEPA) designed four priority areas as vehicles to deliver programs, research, advocacy activities, and measurable outcomes:

  • Economic well-being of EPA residents
  • Preparing youth for success in school and beyond
  • Fostering a safe community
  • Actively engaging residents in nearly all facets of the Initiative

Approaching the end of its first two years of implementation, OEPA focused its efforts on community outreach and capacity building, small business development, affordable housing, and community technology infrastructure development. OEPA efforts:

  • Facilitated training and education for more than 350 residents of different ages, ethnicities, and language groups. Training covered many topics including financial literacy, cultural diversity, business basics, and leadership skills.
  • Provided support for intensive small business development training for sixty-two entrepreneurs and new licenses for seven existing businesses. Trained thirteen youth to develop websites for local businesses; local businesses and corporations including Cisco, Sun Microsystems, Plugged In, Office Depot, and Best Buy employed seven youth.
  • Completed Section 8 housing applications for 300 residents and provided fifty residents with first-step credit repair assistance.
  • Supported by a Technology Collaborative, the Digital Village Project developed three technology access points in the community, distributed 400 laptops at Belle Haven School, created two scholarships and a beta site of the community portal, and enrolled thirty-five businesses in small business development training programs.
  • Created a coalition with EPA Can Do, Eden Housing, and Habitat for Humanity to negotiate a plan with the City of East Palo Alto to build approximately ninety homes and complementary retail office space at the Pulgas Panhandle redevelopment site.
  • Established a total of ten block clubs that are active with the East Palo Alto Police Department to address critical public safety needs.
