The RAND Corporation is conducting a three-year program of research and analysis of reform efforts being carried out by urban school districts. The school districts are working in collaboration with the Institute for Learning (IFL) at the Learning Research and Development Center at the University of Pittsburgh. The IFL strategy for reform is based directly on the successful reforms of District 2 in New York City. The RAND research and evaluation, under the direction of Dr. Thomas Glennan, will examine the overall quality of the reforms and specifically address issues of how information can be used to drive continuous improvement in the quality of instruction in classrooms. The results of the research will be reported back to the schools and RAND will prepare public reports on key elements of these reform efforts.
