This report is an "interpretive summary" of the California Education Reform Meeting, held March 17-18, 2003. This meeting was an extraordinary gathering of scholars, policy professionals, and activists brought together to consider their collective work and the challenges ahead in achieving a goal shared by the participants and the Hewlett Foundation: "Improving the quality and equality of California schools and community colleges." This report describes the problems facing K-12 education, potential solutions, and a "theory of action" for how those solutions can be achieved. It concludes with a preliminary strategy and goals for the ambitious work that will be necessary to rejuvenate California schools and provide equal opportunity to low-income and minority children.
