In February 2003, Marshall S. Smith and Catherine M. Casserly presented at the Technology Assessment of Web-Based Learning conference sponsored by the Office of Naval Research and the National Science Foundation.  Their presentation focused on the problems of access to high-quality content and discussed the Hewlett strategy of open academic content distributed freely on the Internet as a strategy for overcoming these barriers to access.   The PowerPoint slides from this presentation can be found at the link above.
