The Global Development and Population Program is accepting Letters of Inquiry for its Quality Education in Developing Countries (QEDC) initiative. The Program is not accepting Letters of Inquiry for its other areas of grantmaking.
Quality Education in Developing Countries Grantseekers
The QEDC initiative makes grants to improve reading, math, and critical thinking among primary education students in sub-Saharan Africa and India. We support efforts that aim to improve learning outcomes in the following countries:
- Ghana
- Kenya
- Mali
- Senegal
- Tanzania
- Uganda
- India
You can begin by reading about the QEDC initiative and what we support (and do not support). If you decide your project or organization fits within our guidelines, you may submit a letter of inquiry online.
What we support:
QEDC concentrates its grantmaking activities in three key strategy areas: (1) tracking learning outcomes to increase awareness and accountability for student learning; (2) improving instruction by supporting the development of effective instructional approaches that improve student learning in many schools at low cost; (3) mobilizing resources by advocating for sufficient resources to improve educational quality and for those resources to be used efficiently.

Activities the Foundation does not fund:
- Activities in countries outside of those listed above
- Individual schools
- Tuition or scholarships
- Work in secondary schools
- Work in colleges or universities
- Private schools
- Vocational schools
- Apprenticeship programs
- Health or school feeding programs
- Information Communication Technologies
- Infrastructure or building projects
- Conferences
- Environmental education
- Orphanages
While the Foundation's grants may be used to support public education, nonpartisan research and analysis, and policy-related activities, the Foundation's funds cannot be directed towards IRS-defined lobbying, which is outside the legal scope of the Foundation's mission.
The Foundation occasionally makes general operating support grants to organizations, always based on the grantee's organizational priorities and their compatibility with the Foundation's ethos and goals.
